Right, apparently we upgraded our SSL stack to disallow SSLv3 by default, as that has a security issue. We will look into providing an option (opt-in) to allow a particular account to use insecure SSL, however I can't give an ETA on this as it might require some deep hooks into the lower-layer networking APIs. As other commenters have mentioned, it might be an idea to contact your network administrators and ask them if there's any possibility to update to a secure TLS version.
